No wonder Canadians are confused. Rarely have so many conflicting signals been sent in so many directions.

Last month, the Prime Minister presented a throne speech that supposedly highlighted the activist nature of his government. But then, last week, he oversaw the presentation of one of the most stay-the-course budgets on record.

[...] At the same time, Martin has been musing aloud about launching - to borrow a phrase from Quebec's Bernard Landry - a new season of ideas. The Prime Minister apparently has a bold new deal in mind for Canada.

It can only come as a surprise to the premiers who heard nothing of the kind when they met with Martin in January. Or to Canadians who were left to parse the generalities of the throne speech in search of a solid vision only last month.

In the circumstances, the surprise should not be that the Liberals are now in minority government territory but rather that they are still doing so well in the polls.

Ce n'est pas surprenant que les Canadiens soient confus. Il est rare que tant de signaux contradictoires soient envoyés dans tant de directions.

Le mois dernier, le premier ministre a présenté un discours du Trône qui soulignait supposément la naturee activiste de son gouvernement. Mais la semaine dernière, il a supervisé la présentation d'un des budgets les plus on-fait-comme-avant jamais vus.

[...] En même temps, Martin pensait tout haut à lancer - pour emprunter un slogan de Bernard Landry - une nouvelle saison des idées. Le premier ministre a apparemment en tête un new deal audacieux pour le Canada.

Ce ne peut qu'être une surprise pour les premier ministres provinciaux qui n'ont rien entendu de la sorte quand ils ont rencontré Martin en janvier. Ou pour les Canadiens qui avaient, à peine le mois dernier, à déchiffrer les généralités du discours du Trône en quête d'une vision solide.

Dans ces circonstances, la surprise ne devrait pas être que les Libéraux risquent maintenant de former un gouvernement minoritaire mais plutôt qu'ils performent encore si bien dans les sondages.
